COUNCIL MEETING
July 21, 1997
PRESENT:
Mayor Lonnie Falk; Council Members Raymond Burse, Lee Zimmerman, Harold
Smith, Nan Milliman, and Alan Simon; City Attorney John Evans, Police Chief

Absent: Council Member Sandra Tucci.
Mayor Falk called the meeting to order at 7:30 p.m.
APPROVAL
OF MINUTES:
Council Member Burse moved approval of the minutes of the regular City
Council Meeting of June 16, 1997; Council Member Simon seconded; passed unanimously.
COMMENTS
FROM RESIDENTS:
There were no residents present.
FINANCIAL
REPORT:
Mayor Falk presented the June 1997 financial report. No discussion.
POLICE
REPORT:
Police Chief Nugent reported that Officer Price has completed 6 out of
7 weeks and his review and progress is excellent. Chief Nugent is also expecting
the two new in-car video cameras any day. Also under discussion is the possibility
of the Police Department ordering pepper spray and expandable batons.
Council Member Simon commended the Police Department on the good job done on the 4th of July concerning crowd control, traffic control and numerous other activities.
Mayor Falk explained the possible purchase of a golf cart for use of police patrol, at a cost of $2,395, citing it would be good public relations and contact with the residents. It would also be used at the Hunting Creek Country Club when there were calls of vandalism and trespassing. Council Member Burse moved to purchase the golf cart; Council Member Milliman seconded. Discussion followed including all the pros and cons of such an endeavor. Council Member Simon then moved to table the discussion; Council Member Smith seconded; passed unanimously.
Council Member Zimmerman questioned the Police policy of leaving notes on garage doors that are left open. Chief Nugent explained that especially on night patrol that if officers notice garage doors open that they will often try to phone the resident to alert them that the door is open or they will leave a notice as a reminder. This is a courtesy to the residents and a security measure as vandals can enter homes this way or steal from a garage.

BUSINESS:
Council Member Smith gave FIRST READING, ORDINANCE NO. 345, SERIES 1997:
AN ORDINANCE ESTABLISHING THE CODE ENFORCEMENT BOARD FOR THE CITY OF PROSPECT.
This ordinance would allow the City to have its own Enforcement Board consisting
of five persons appointed by the Mayor with approval of the City Council.
Council Member Simon gave FIRST READING, ORDINANCE NO. 346, SERIES 1997: AN ORDINANCE REGULATING THE SPEED OF VEHICLES OPERATED UPON NAVIGABLE WATERS WITHIN THE CITY OR PROSPECT; Council Member Zimmerman seconded. The Mayor said there have been problems and complaints of dangerous waterborne activities from boats, jst skis and “swamp buggies” and the ordinance would allow the posting of speed limits and enforcement, primarily by the state. He reminded the Council the ordinance has an emergency provision, owing to the fact that much of the summer will be ended before the ordinance can be put into effect if it is delayed a month. Passed unanimously on a roll call vote.
Mayor Falk presented pictures of a proposed gazebo to be built in the Don Cowley Open Space stating that the City has asked every contractor working in the City for bids.
Mayor Falk also announced that the Kentucky Opera will hold an outdoor concert at the Don Cowley Open Space, Sunday, August 3 from 4:30 p.m. to 7:30 p.m. The concert is sponsored by the Prospect/Goshen Rotary Club.
Council Member Simon again expressed his appreciation and thanks to all that helped with the 4th of July Celebration.
Council Member Zimmerman asked if the City would be willing to contribute $150 for port-a-pots for the concert on August 3. Council Member Simon moved that the City contribute $150 for the port-a-pots; Council Member Burse seconded; passed unanimously.
