CITY OF PROSPECT
CITY COUNCIL MEETING
Sept. 14, 1998

PRESENT:
Mayor Lonnie Falk; Council Members Harold Smith, Nan Milliman, Raymond Burse, Alan Simon, Lee Zimmerman, Sandra Tucci; City Attorney John Evans; City Administrator Ann Simms; Acting Police Chief Lt. Mike Day; Recording Secretary Phyllis A. O’Donnell.

Mayor Falk called the meeting to order at 7:30 p.m.

APPROVAL OF MINUTES:
Council Member Milliman moved approval of the minutes of the regular City Council Meeting of August 17, 1998; Council Member Burse seconded; passed unanimously.

RESOLUTION
Council Member Milliman introduced a resolution presented by Mayor Falk honoring Dr. Scott E. Boyd, Pastor of the First Baptist Church of Prospect, who will be leaving the City for a new pulpit at the Temple Baptist Church in Champaign, Illinois. The resolution thanked Dr. Boyd for serving as Chaplain to the Prospect Police Dept., advisor to the Mayor, columnist for the City Newsletter and his work with the 3-on-3 basketball program. Dr. Boyd has also been an active member of his community, a leader in the United States Army Reserve and a coach in youth basketball leagues in both Jefferson and Oldham counties. The City wishes him and his family well as they embark on this new mission. Dr. Boyd was presented with an official copy of the resolution and he thanked the Mayor and Council.

COMMENTS FROM CITIZENS
Rebecca Jackson, Jefferson County Clerk running for County Judge Executive, addressed the council and residents, speaking briefly on the Louisville-County merger efforts and affirming her support for the existence of suburban cities. Ms. Jackson also said that the county desperately needs poll workers for the November General Election, especially Republicans. It is a paid position and you can contact the Board of Elections if interested.

Juda Hellman running for District Court Judge – 21st Division – introduced herself speaking briefly about her background and credentials.

FINANCIAL REPORT
There was no financial report available due to the transition of the City’s bookkeeping system to a CPA firm.

POLICE REPORT
Acting Chief Lt. Mike Day presented the monthly Police Report for August 1998. Lt. Day stated that the department had recently purchased new night vision devices and he was trying to get the two new police cars equipped and ready for use. Also, he and members of the department were working diligently to recruit a new officer. Applications have been received, test has been taken, background checks are in progress and interviews will be in the near future.

Council Member Simon thanked Lt. Day for all his efforts and for all the extra time spent in getting things done.

UNFINISHED BUSINESS
Council Member Smith gave SECOND READING TO ORDINANCE NO. 381, SERIES 1998: AN ORDINANCE AMENDING CHAPTER 311 OF THE CODE OF ORDINANCES OF THE CITY OF PROSPECT RELATING TO INSURANCE COMPANY LICENSE FEES. Council Member Simon seconded; passed unanimously on roll call vote 6-0. 

NEW BUSINESS
Mayor Falk asked approval to expend not more than $10,000 to repaint City Police Cars. This request was to repaint the police cars all green with reflective striping. Lt. Day spoke further saying that the black and white cars were intimidating and green had a friendlier appearance. Also, the total cost would probably be closer to the $18,000 range. Discussion followed including the pros and cons of both colors and cost. Council Member Burse moved that the City start with painting only one car and get residents’ opinion to the change. Council Member Zimmerman seconded; passed unanimously.

Mayor Falk asked approval to expend not more than $900.00 for a three-channel radio for the Police Department. Council Member Burse moved that we allocate $900.00 for a three-channel radio. Council Member Simon seconded; passed unanimously.

ADJOURNMENT
Council Member Zimmerman moved adjournment; Council Member Simon seconded; passed unanimously. Mayor Falk declared the meeting adjourned at 8:00p.m.
